The poem speaks of the aftermath of excessively "partying" and the consequences. It could be interpreted as legitimate partying, indulging in alcohol and drugs, and losing yourself in the moment. But it could be seen as anything else that was once fun but ultimately becomes a burden, and you become "washed up on the shore" of reality. It's meant to strain the importance of finding balance in life.
